On 14th October the potential conclusion to the case of Anjelica Castillo. The child know as “Baby Hope” (Anjelica Castillo) whose abused and decomposed body was found in an ice chest by the side of a New York roadway in 1991, killer has now been found. CNN reported that the New York police announced they had found the killer of Anjelica to be Conrado Juarez, 52, is the girl’s cousin. He has been charged with murder after he allegedly confessed to smothering the child, a development investigators are heralding as the potential conclusion to a cold case that has haunted them for 22 years.
Development in cases such as ‘Anjelica Castillo’, leads demonstrators and organisations for child safety in the United Kingdom to look into the issue within this country. On an international scale its reported by the who.int (Worlds Health Organisation) estimated 57 000 children were victims of homicide in the year 2000; 13 years with the improvements in technology the problem of child cruelty to relays. In the resent months the UK Social Services have had to battle claims made of child abuse of all scales of abuse. In essence the worry for government bodies is that homes up and down are not being delivered efficient social services. With organisations ever questioning why does these kinds of atrocities keep happening if the correct enforcement are being carried out by child welfare organisations.
The Guardian dedicated a double page spread in Friday 4th October 2013, broadsheet on the top of Child Welfare. The first of the articles talked about Amanda Hutton, 43, mother of eight from Bradford, who starved her four-year old son Hamzah Khan, so much that his corpse fitted in a baby grow designed for a six to nine-month-old. His remains were mummified, mouldy and swarming with insects when police discovered them in September 2011.
Amanda Hutton was found guilty of manslaughter at Bradford crown court on 3rd of October. Eldest son, Tariq Hutton, 24, pleaded guilty to preventing Hamzah’s lawful burial. Hutton also pleaded guilty to five charges of neglect involving her five surviving school-age children.
The second article tackled the case of Keanu Williams a two-year old boy was left in the hand of his mother Rebecca Shuttleworth, 25, who abused and killed the child. After Birmingham City council and the local safe guarding children board missed several opportunities to intervene.
Furthermore the Guardian looked into case of Keanu’s Death since the conclusion of the murder of four-year old Daniel Pelkain in Coventry, two weeks prior. Jane Held told the Guardian “Keanu died because there was a failure across every agency to see, hear and respond to him. Staffs were distracted by his mother’s needs. Keanu died because people missed opportunity to intervene”.
Since these articles hit British headlines, the Government endeavours to tackle the issues surrounding children’s safety in Britain. Lord Laming told the BBC that the necessary reforms have been put in place and those working for Children’s Services should “now just do it”. As every Children’s service being looked at because of negligence have said time and time again it will never happen again, the peer also called for a step change in the way services are run following since repeated the deaths like that of Victoria Climbie and Baby P have accrued.
